New Delhi: The Government of Jharkhand has launched an ambitious roadmap to position itself as India’s premier public governance-led AI state. Chief Minister Hemant Soren presented the strategy during the high-profile National Stakeholders’ Consultation 2026 at the Hotel Taj Palace in New Delhi.

The new framework aims to embed Artificial Intelligence (AI) directly into public systems—including education, healthcare, agriculture, mining, and citizen services—to ensure faster, transparent, and data-driven administrative decision-making.
A highlight of the summit includes the proposed Jharkhand Artificial Intelligence (AI) Policy 2026–2031, a five-year strategy that balances technological breakthroughs with data privacy, cybersecurity, and ethical technology deployment.
Three Flagship AI Systems to Supercharge Administration
To modernize everyday state management, Jharkhand will roll out three core data-centric platforms:
- Chief Minister Data Intelligence Platform (CM-DIP): An AI-enabled system that tracks government schemes, massive infrastructure projects, and individual departmental performance in real time.
- Health & Nutrition Vigilance System (HNVS): An intelligent analytics application built to improve regional healthcare and monitoring.
- Critical Minerals Administration System (CMAS): A dedicated data tool to streamline and monitor the state’s vast mineral resources.
To make the government directly accessible to rural citizens, the state will introduce multilingual digital platforms, WhatsApp-based document delivery, and digital kiosks placed at individual Panchayat Bhavans.
Building a ₹1,150 Crore Tech Ecosystem
To bankroll this digital shift, the government has allocated ₹1,150 crore over the next five years to build foundational AI infrastructure, scale up state department capabilities, and foster innovation.
The strategy includes establishing several physical and cloud infrastructure assets:
- A dedicated State AI Mission chaired by the Chief Minister.
- The Jharkhand AI Cloud to secure government data pipelines.
- Dedicated physical zones including an AI Park, AI Innovation Hub, and specialized Centres of Excellence.
Pitching the Ranchi IT Park for Vision 2050
The state delegation also showcased its marquee proposal for a 100.97-acre, litigation-free IT Park in the Core Capital Area of Ranchi. The government expects this megaproject to become a prime destination for global technology corporations, startups, and Global Capability Centres (GCCs).
Under its long-term Vision 2050, Jharkhand aims to aggressively reshape its economic landscape by achieving the following milestones:
- Attract more than ₹10,000 crore in direct technology investments.
- Establish over 50 Global Capability Centres (GCCs).
- Nurture and scale 1,000+ local AI startups.
- Generate over one lakh AI-enabled jobs for the state’s youth.
Jharkhand is actively inviting top tech companies, investors, and premier academic institutions to collaborate on building a skilled, future-ready digital workforce.
