Ranchi: The state government’s Health, Medical Education and Family Welfare Department has approved Rs 325 crore for outsourcing-based services across state hospitals, health centres and offices for the financial year 2026-27.
Of the total allocation, Rs 300 crore has been earmarked under the urban health services general head, while Rs 25 crore has been set aside under the Tribal Sub Plan (TSP).
According to the departmental order, cleaning services in hospitals and health institutions will be hired through open tendering based on carpet area norms. For security services, preference will be given to home guards or ex-servicemen, with mandatory physical and mental fitness criteria.
The department has also laid down minimum educational qualifications for technical staff, requiring relevant degrees or diplomas from recognised institutions. Nursing staff must be registered with the Jharkhand Nursing Council, while paramedical personnel must be registered with the Jharkhand Paramedical Council.
A biometric attendance system will be implemented for all outsourced employees to ensure transparency and regular monitoring of attendance and performance.
The order further states that no outsourced worker shall be paid less than the minimum wages fixed by the Labour Department. Salaries will be transferred directly to employees’ bank accounts, and agencies must ensure timely deposit of EPF and insurance contributions.
Implementation and monitoring responsibilities have been assigned to civil surgeons, hospital superintendents and other authorised officials at the district and institutional level.
