The Governor’s Secretariat, also known as Lok Bhavan, has taken a serious view of higher educational institutions in Jharkhand failing to refund fees to students who cancelled their admissions.
Acting on a complaint from the University Grants Commission (UGC), Lok Bhavan has issued stern notices to 17 universities and colleges across the state, demanding an immediate explanation for non-compliance.
The directive follows a formal request for intervention by UGC Secretary Prof. Shyama Rath, who provided a detailed report outlining severe delays in returning student funds.
According to UGC data, substantial amounts remain stuck across several prestigious private and government-run establishments. Unrefunded sums include ₹4 lakh owed to a Computer Science student at BIT Mesra, along with ₹1.61 lakh and ₹1.21 lakh due to law students at NUSRL.
Similar instances of withheld funds have been reported at Amity University, St. Xavier’s College, Ranchi University, Netaji Subhas University, Usha Martin University, and ICFAI University, among others.
Under mandatory UGC regulations, if a student cancels their admission within the prescribed timeframe, institutions must refund the complete fee after deducting a maximum processing fee of ₹1,000. Withholding or delaying these payments constitutes a direct breach of guidelines and invites strong disciplinary action.
Directing all Vice-Chancellors and Principals to resolve the pending grievances without delay, the Governor’s Secretariat has demanded clear justifications for why the refund framework was bypassed. Lok Bhavan warned that failure to comply with the rules or address student complaints promptly could trigger strict punitive action against the defaulting institutions.
