CM advisory for cabinet ministers in maiden meeting
Ranchi, December 6: In a rare instance of Jharkhand governance, an advisory was issued by the chief minister Hemant Soren to the newly inducted ministers who were divided portfolios earlier in the day.
On Friday evening during the cabinet meeting at Ranchi, Hemant Soren directed the ministers to follow an advisory dossier which was shared to the media by the public relation department.

Speaking to reporters at Ranchi secretariat, Hemant Soren said that all the ministers have been instructed to review their departments and submit report in two months.
“It has been decided from the officer to the minister. Some 15-16 points have been made in how to give a better direction to the state in the coming time to help us in drawing a roadmap for the development of the state,” said Soren.
Soren also said that the review meeting will not only be held in capital Ranchi but also in all district headquarters, block headquarters too.
He also said that there will also be promotions which had been pending in all departments.
The Chief Minister announced plans to tackle departmental challenges across the state. All ministers have been instructed to visit every district within two months to assess issues and prepare a roadmap for their respective departments. Regular updates will be provided to the CM, ensuring timely resolutions to any arising problems.
Some of the important decisions taken at the cabinet meeting include, careful review of proposals- Before sending the proposal to the cabinet the minister himself should review it completely and also consult the finance, law and Personnel Departments. So that the proposals can reach the meeting on time.
Ministers should visit to regional offices in districts and contact with the public- They should review the departmental activities and take feedback by directly contacting the beneficiaries of the schemes.
All ministers should study the departmental schemes in depth, evaluate the shortcomings and flaws of the schemes and take necessary steps for improvement.
All ministers will have to review why the schemes are pending and take necessary steps to complete them.
Ministers should prepare proposals to resolve such schemes which need changes or are facing difficulties in implementation.
The ministers should focus on inaccessible and remote areas and consider new proposals to extend the benefits of schemes to remote areas, Scheduled Caste/Tribe areas and hilly areas of the state.
Departments with revenue potential will have to prepare proposals for revenue growth by reviewing revenue sources.
Review infrastructure plans like building construction to ensure that the existing buildings are properly utilized and unnecessary building construction is avoided.
Outline of plans will be prepared for the year 2025-26.
Necessary action should be taken by reviewing the promotion and posting of subordinate officers and employees of the department.
In an important directive ministers have been told that while appointing Private Secretary and Private Secretary, their background must be checked. The background should not be controversial.
Public relations and problem solving- All ministers will visit other districts besides their assembly constituency and solve the problems of the public.
Feedback on the work of regional officers will be taken and the Chief Minister will be informed from time to time.
The ministers have also been asked to schedule a time to meet local public representatives and take their feedbacks too.
