Jharkhand Presents ₹1.58 Lakh Crore Budget for FY 2026–27

Strong Focus on Social Sector Under “Abua Dishom” Vision

Ranchi: The Jharkhand government on Tuesday presented a ₹1.58 lakh crore “Abua Dishom” budget for the financial year 2026–27 in the state Assembly. The budget was tabled by Finance Minister Radha Krishna Kishore, marking his second consecutive budget presentation.

The total budget size stands at ₹1,58,560 crore, nearly 9% higher than last year’s outlay of ₹1.45 lakh crore. The government has placed a special emphasis on social sector development, welfare schemes, and infrastructure expansion.

‘Abua Dishom’ Budget Reflects People’s Aspirations

The budget is based on the theme of “Abua Jharkhand” and aims to ensure that development reaches the last person in the state. The absence of Dishom Guru Shibu Soren was felt during the session.

Before finalising the budget, the government had invited suggestions from all departments and the general public, many of which have been incorporated.

Centre’s Support Inadequate: Finance Minister

In his budget speech, Radha Krishna Kishore said Jharkhand has not received adequate financial support from the Centre.

“We have not even received ₹11,000 crore. Grants are being cut, which has increased the financial burden on Jharkhand,” he said.

He added that despite this, Chief Minister Hemant Soren ensured no salaries were withheld.

“The Opposition claimed the treasury was empty, but we did not stop salaries. We spent ₹13,000 crore on the Maiyan Samman scheme and still have sufficient funds.”

Budget Size and Fiscal Health at a Glance

  • Total Budget: ₹1,58,560 crore
  • Revenue Expenditure: ₹1,20,851.90 crore
  • Capital Expenditure: ₹37,708.10 crore (↑ 8.5%)
  • Fiscal Deficit: ₹13,595.96 crore (2.18% of GSDP)
  • Debt–GSDP Ratio: 25.3%

Sector-wise Allocation:

  • General Sector: ₹32,055.83 crore
  • Social Sector: ₹67,459.54 crore
  • Economic Sector: ₹59,044.63 crore

The state’s own revenue is projected to rise to ₹66,700 crore in 2026–27, up from ₹25,521 crore in 2019–20.

Agriculture and Allied Sectors Get Major Push

The government aims to boost farmers’ income and strengthen rural livelihoods.

Key Allocations:

  • Birsa Seed Production Scheme: ₹145 crore
  • Soil & Water Conservation: ₹475.50 crore
  • Solar-powered Irrigation: ₹75 crore
  • Farm Machinery Distribution: ₹80 crore
  • Jharkhand Millet Mission: ₹25 crore
  • Crop Insurance: ₹400 crore
  • Storage & Cold Chain Infrastructure: ₹322 crore

Total Agriculture & Allied Budget: ₹4,884.20 crore

Rural Development, Housing & Water Resources

  • Abua Awas Yojana:
    • 6.33 lakh houses approved
    • 1.88 lakh completed
    • ₹4,100 crore allocated for 2026–27
  • Total Rural Development Budget: ₹12,346.90 crore
  • Irrigation Projects: ₹1,137.10 crore
  • Water Resources Department: ₹2,714.71 crore

Women, Social Security & Welfare Schemes

Women empowerment remains a top priority.

  • Maiyan Samman Yojana:
    • ₹2,500 per month for women aged 18–50
    • Allocation: ₹14,065.57 crore
  • Universal Pension Scheme: ₹3,517.23 crore
  • National Pension Schemes: ₹1,463.58 crore

Total Women & Child Development Budget: ₹22,995.69 crore
Gender Budget: ₹34,211.27 crore

Education and Health Get Strengthened

Education

  • School Education: ₹16,251.43 crore
  • Higher & Technical Education: ₹2,564.45 crore
  • Focus on digital learning, teacher training, and new institutions

Health

  • ₹200 crore cancer treatment scheme
  • Expansion of medical colleges and MBBS seats
  • Target to open 750 “Abua Dawakhana” clinics

Total Health Budget: ₹7,990.30 crore

Infrastructure, Energy & Urban Development

  • Road Construction: ₹6,601.28 crore
  • Rural Works: ₹5,081.74 crore
  • Energy Sector: ₹11,197.89 crore
    • 200 units free electricity
    • Renewable energy subsidies
    • Patratu power plant expansion
  • Urban Development (including PM Awas Urban): ₹3,919.40 crore

Industry, Investment & Global Outreach

Jharkhand showcased itself globally at the World Economic Forum, Davos, in 2026 for the first time.

  • Investment proposals worth ₹1,24,230 crore
  • Potential employment: 45,000 jobs
  • Industry Department: ₹541.30 crore
  • Tourism Department: ₹361.67 crore

Focus on Inclusive and Sustainable Growth

  • Total Plan Outlay: ₹1,00,891 crore
  • Child Budget: ₹10,793.16 crore

The Finance Minister said the budget reflects the government’s commitment to social justice, economic growth, and fiscal discipline, ensuring balanced development across all sections of society.
