Jamshedpur: Jamshedpur West MLA Saryu Roy has written a letter to Jitendra Yadav, the newly appointed Additional Municipal Commissioner of the Mango Municipal Corporation (MMC). In the letter, Roy has demanded a comprehensive and updated status report on the ongoing Mango Drinking Water Supply Project.
Critical Questions Over Intake Well and Treatment Infrastructure
In his letter, Saryu Roy raised a series of highly specific technical and operational questions regarding the water infrastructure:
- Infrastructure Status: What is the current condition of the project’s intake well and the water lifting motors installed there?
- Daily Output: How much water is drawn daily from the river and sent to the Water Treatment Plant (WTP) for filtration?
- Filtration Quality: What is the condition of the purification machinery at the treatment plant?
- Distribution Timings: How long is water supplied from the treatment plant to the various water towers, and what is the exact duration and schedule of supply from these towers to local consumers?
Pipeline Gaps, Midnight Supply, and Billing Anomalies
The MLA highlighted severe distribution discrepancies in the Mango municipal area, pointing out the struggles of local residents:
- Dry Pipelines: While water pipelines have been laid in several neighborhoods, Roy asked for data on how many of these areas are actually receiving water and how many remain completely dry despite having pipelines.
- Midnight Supply: He demanded an explanation as to why certain localities are receiving water supply at highly inconvenient hours—specifically between 12:00 AM and 2:00 AM.
- Tanker Distribution: He requested details on the number of water tankers currently operational under MMC and a mapping of which tankers serve which specific scarcity-hit zones.
- NH-33 Pipeline Delay: Roy sought an update on the status of laying the water pipeline along National Highway 33 (NH-33) to supply the Baliguma water tower.
- Erroneous Billing: The MLA flagged a major grievance, stating that a large number of consumers are complaining that they receive regular water bills despite getting zero water supply at their homes. He has demanded to know the truth behind this anomaly.
Inquiries Into MLA Fund Utilization and Maintenance
Roy further questioned the progress of maintenance works funded by his legislative office:
- Intake Well Desilting: Funds have already been sanctioned from the MLA Local Area Development (LAD) fund to remove a six-foot-thick layer of sand accumulated inside the intake well and to build concrete retaining walls on both sides. Roy demanded a progress report on this work.
- Cleaning Schedules: He asked for the exact frequency of cleaning for the intake well, water treatment plant, and water towers, alongside the specific dates when they were last cleaned.
- DPR Targets: The letter questions what the original Detailed Project Report (DPR) target was for water delivery to consumer households, and to what percentage that target has actually been met.
Ground Reality vs. Official Briefings
Concluding his letter, Saryu Roy noted that since Jitendra Yadav has only recently assumed the top administrative post of Additional Municipal Commissioner at MMC, it is crucial to audit the internal briefings he has received.
Roy asked whether the data provided by subordinate officers regarding development projects matches the actual ground reality of the area. Furthermore, he demanded accountability regarding various development schemes funded by the MLA fund and District Planning funds that were initiated over three months ago. He sought a clear breakdown of how many of these projects are complete, how many are ongoing, and how many haven’t started yet, demanding to know who is responsible for the administrative delays.
