Major IAS reshuffle in Jharkhand: 25 Officers Reassigned
Governor’s Principal Secretary reassigned to Agriculture Department

Jamshedpur, august 11: The Jharkhand government in a significant administrative reshuffle has announced the transfer of 25 IAS officers, marking a major change in key positions across various departments. Dr. Nitin Madan Kulkarni, who was previously Principal Secretary to the Governor, has been appointed Principal Secretary for the Agriculture, Animal Husbandry, and Cooperative Department. Similarly, Mastram Meena, formerly Principal Secretary of Planning and Development, will now lead the Sanitation Department. Sunil Kumar, who served as Principal Secretary of the Road Construction Department, has been reassigned to head the Urban Development and Housing Department and will also take on the role of Managing Director of the Greater Ranchi Development Agency.
Dr. Amitabh Kaushal, previously Secretary of the Food Public Distribution and Consumer Affairs Department, will now manage the Information Technology and e-Governance Department, with additional responsibilities as Secretary of the Commercial Tax Department. Manish Ranjan, Secretary of the Building Construction Department, has been moved to Director of Shri Krishna Lok Prashasan Sansthan, Ranchi, and will continue as Additional MD of Bhag Limited in the Building Construction sector. Sachin Rajesh Kumar Sharma from the Drinking Water and Sanitation Department has been appointed Secretary of the Disaster Management Department, while Abu Bakar Siddiqui, Secretary of Agriculture, Animal Husbandry, and Cooperative Department, will now lead the Forest, Environment, and Climate Change Department.
Vipra Bhal has been appointed Principal Secretary to the Governor, succeeding Mrs. Bhal, who was previously Secretary of Information Technology and e-Governance. Manoj Kumar, Secretary of Women, Child Development, and Social Security Department, will now also serve as Additional In-charge Secretary of Excise and Prohibition Department. Urla Rajkamal, Secretary to the Chief Minister, will take on the additional roles of Secretary of Building Construction Department, Managing Director of Jharkhand State Building Construction Corporation Limited, and Resident Commissioner of Jharkhand Bhawan in New Delhi.
Jitendra Kumar Singh, Secretary of Mines and Geology Department, has been transferred to Secretary of the Industries Department, while Umashankar Singh, Secretary-in-charge of School Education and Literacy Department, will now oversee the Food Public Distribution and Consumer Affairs Department. Amit Kumar, Municipal Commissioner of Ranchi Municipal Corporation, has been reassigned as Commissioner of the Commercial Tax Department and Special Secretary of the Miscellaneous Department. Manjunath Bhajantri, Administrator of the Swarnarekha Project in Jamshedpur, will now serve as Chief Executive Officer of the Jharkhand State Livelihood Promotion Committee and MNREGA Commissioner.
Amit Prakash, Special Secretary of Labor Planning, Training, and Skill Development Department, has been appointed Product Commissioner of Jharkhand and MD of Jharkhand State Beverage Corporation Limited. Sandeep Singh, CEO of the Jharkhand State Livelihood Promotion Committee, will now be Municipal Commissioner of Ranchi Municipal Corporation and Vice President of the Ranchi Regional Development Authority. Shailendra Kumar Lal, previously with Hazaribagh Municipal Commission, has been appointed Chief Executive Officer of the Jharkhand Skill Development Mission Society. Sunil Kumar Singh, Production Commissioner, will now be Secretary of Labor Planning and Training Department.
Ananya Mittal, Deputy Commissioner of Jamshedpur, has been assigned as Administrator of the Swarnarekha Project in Jamshedpur, alongside his existing role. Sameer S, Member Secretary of the Jharkhand State Child Protection Institute, will also serve as Director of the Jharkhand State Water Resources Mission and Social Security Department. Ravi Anand has been appointed Joint Secretary of the Personnel, Administrative Reforms, and Official Language Department, while Deepak Kumar Dubey, Deputy Development Commissioner of Giridih, will now be Joint Secretary of Urban Development and Housing Department. Saurav Kumar Bhuwania has been assigned as Joint Secretary of the Finance Department, and Alok Kumar will now be Joint Secretary of Home Prison and Disaster Management Department. Lastly, Shatabdi Majumdar has been appointed Under Secretary of the Finance Department. This reshuffle aims to streamline administration and enhance efficiency across the state’s departments.
