Jamshedpur, August 20: A review meeting on revenue, registration and land reforms was held today under the chairmanship of Deputy Commissioner Karn Satyarthi at the Collectorate Auditorium. The meeting witnessed detailed discussions on mutation, land demarcation, online rent collection, Revenue Case Management System (RCMS) entries, land refinement, the weekly Land Dispute Resolution Day and other key issues.
Additional Deputy Commissioner, Sub-Divisional Officer Ghatshila, LRD Ghatshila, Circle Officers (COs) and other senior officials participated in the review. The Deputy Commissioner directed officials to ensure wide publicity of weekly Land Dispute Resolution Day programmes at police station level and daily public hearings at zonal offices, so that disputes are resolved effectively and in a time-bound manner.
From January to August, a total of 9,300 applications for mutation were received, of which 4,456 (47.91%) were executed, 1,686 (18.13%) remain pending, while 3,158 (33.96%) were cancelled. The highest execution was reported in Musabani (71.82%), Potka (70.07%) and Gudabanda (70%), whereas lower performance was seen in Golmuri (34.27%), Dumariya (35.90%) and Mango (30.70%).
The Deputy Commissioner instructed zonal officers to ensure mutation within the stipulated timeframe in all uncontested cases. He emphasized that in cases of rejection, reasons must be clearly recorded to avoid unnecessary hardship for applicants.
Similarly, under suo-moto mutation, out of 5,751 applications, 2,794 were executed and 1,905 rejected. In land refinement cases, out of 9,835 applications, 5,562 were executed. The DC asked officials to guide applicants on proper documentation and to circulate a clear checklist to minimize repeated visits to government offices.
While reviewing the RCMS, the Deputy Commissioner instructed officials to monitor pending cases regularly and ensure updated entries on the portal. On demarcation, he directed priority disposal of identified pending cases to reduce disputes.
Reviewing online rent payment, the DC urged promotion of digital transactions among landowners and stressed transparency in the system. He also asked zonal officers to rectify errors causing non-deduction of rent at the local level and ensure 100% rent receipts are issued to all landowners.
The DC reviewed applications from various departments seeking land requisition for public projects. He directed officials to examine all proposals legally and expedite action to make land available on time. Special instructions were given to prioritize land allotment for the construction of schools, colleges and Anganwadi centres.
Concluding the meeting, the DC reiterated the importance of transparent, time-bound execution of land-related services, ensuring that citizens receive prompt relief and that land reforms strengthen governance across the district.
