Melbourne/New Delhi (IANS): India and Australia expanded their strategic cooperation on Thursday as Prime Minister Narendra Modi and his Australian counterpart Anthony Albanese launched the Partnership on Cyber, Critical Technologies and Supply Chains (PACTS) and signed a landmark nuclear energy agreement during the third Australia-India Leaders’ Summit in Melbourne.
Addressing a joint press conference, PM Modi described both nations as “vibrant democracies and important ocean powers,” emphasizing that the Indo-Pacific showcases the shared aspirations of like-minded democracies.

Using cricket to describe the bilateral momentum, PM Modi noted: “Our agenda is as focused as a One Day International, our decisions are as swift as a T20 match, and our partnership is as enduring and deep as a Test match.”
PACTS: A Five-Pillar Tech Alliance
The newly launched PACTS initiative builds upon the 2020 Framework Arrangement to safeguard national security and boost supply chain resilience. The Ministry of External Affairs (MEA) confirmed that the partnership drives a unifying strategic vision across five distinct pillars:
- Supply Chain Resilience: Building secure, trusted vendor frameworks for technical industries, semiconductors, and critical minerals.
- Critical Technology: Advancing international standards for safe, trustworthy AI, space exploration, telecommunications, and biotechnology.
- Cybersecurity: Exchanging threat intelligence, countering cybercrime, and protecting critical national infrastructure.
- Digital Resilience: Scaling affordable Digital Public Infrastructure (DPI) solutions across the Indo-Pacific.
- Defence Research: Leveraging joint partnerships to address multi-domain defense challenges.
Under these pillars, both nations will connect private businesses, universities, and research institutions to translate intellectual property into commercial products.
Uranium Supply and Defence Innovation Corridors
Beyond the digital space, the summit delivered breakthroughs in energy and defence. PM Modi announced a new agreement in nuclear energy that paves the way for Australia to supply uranium to India, significantly fuelling India’s clean energy objectives.
To counter emerging security threats in the Indo-Pacific, the leaders signed a joint declaration establishing the India-Australia Defence Innovation Corridor. This initiative will actively link defence startups and industries between the two countries.
“Our maritime security collaboration roadmap will give new strength to our shared efforts in the Indo-Pacific,” PM Modi stated, adding that the two nations will also collaborate closely on ship-building, repair, and maintenance.
Eyeing a Comprehensive Economic Deal
The meeting also yielded a mutual commitment to finalize a Comprehensive Economic Cooperation Agreement (CECA). PM Modi expressed confidence that the upcoming trade pact would prove to be a “balanced, ambitious, and win-win” deal for both economies.
With Australia and India preparing to host major upcoming sporting events—including the Olympic and Commonwealth Games—the leaders also pledged to channel new investments into regional sports infrastructure, cementing a partnership that spans from cybersecurity to the playing field.
