Human Rights compliance satisfactory in Jharkhand: Justice Dattu

Ranchi, Sept. 8: National Human Rights Commission (NHRC) is satisfied with the initiatives of the Government of Jharkhand in compliance of human rights related issues. This was observed today by the NHRC Chairperson Justice HL Dattu.

On behalf of Government of Jharkhand, Chief Secretary Raj Bala Verma has assured the NHRC regarding compliance of its recommendations and the state�s commitment for amelioration of the cause of the vulnerable section, Justice Dattu further added. He was addressing media at Judicial Academy, Ranchi.

On the opening day, 15 cases were taken up in the sitting of full Commission presided over by NHRC Chairperson and comprising members Justice C Joseph, Justice D Murugeshan and SC Sinha. He informed that six cases were finally disposed of including two cases in which recommendations of the Commission for payment of monetary relief of Rs 9 lakh were complied with.

In the case of contamination of drinking water due to fluoride and arsenic content in the water, the Commission directed the State Government to submit a district wise status report regarding drinking water condition and its action plan within a period of three months. In case of death due to silicosis the Commission has asked the State Government to pay the compensation to the victim as per its recommendation.

While briefing media about the case of illegal mining Justice Dattu said, �The Commission has called for a status report from the State Government within a period of three months. It has also issued a notice to the CMD of Coal India Ltd. to submit a report in the matter. We are particularly concerned about the status of the land on which mining work had been completed.�

Justice Dattu informed media about Commission�s direction for submission of report within 3 months in the case of Bakoria, Palamu police encounter case.

While briefing media about open hearing Justice Dattu said, �During the open hearing, three single benches finally disposed 27 out of 69 cases. In a case of non-registration of FIR by police the Commission has recommended payment of compensation of Rs. 50,000 to the victim. In another such case a show cause notice was issued to the concerned SP. In a number of cases, the Commission has asked the authorities concerned to examine the matters and submit comprehensive reports within a time frame.

Justice Dattu further said, �Commission took up 12 cases of deaths and excesses in police action and 5 cases were finally disposed of. These include 3 cases in which concerned authorities paid compensation of Rs 41 lakh to the victims. In a case of detention by police beyond 24 hours, the Commission recommended a compensation of Rs 5000 each to 25 victims.

The Commission also issued show cause notice in a case of accidental death in police firing.

During the two day long camp sitting, the Commission recommended a total relief of Rs 3.25 lakh in 3 cases. Besides, the State Government reported that a total amount of Rs 50 lakh had been paid as compensation including ex-gratia in 5 cases.

Justice Dattu further informed media about the meetings with NGO representatives and the senior officials of state government. He briefed media that during both meetings growing menace of bonded and child labour, rehabilitation, vocational training, SC-ST related issues, midday meal, ICDS, MGNREGA violation cases were discussed.
