Hotels, halls in Jugsalai to process waste on-site, Nagar Parishad gets strict

Jamshedpur: In a decisive push towards achieving a “Zero Waste” target, the Jugsalai Municipal Council (Nagar Parishad) has made on-site composting mandatory for bulk waste generators producing 50–100 kg of waste daily, including hotels, banquet halls and large residential societies.

The directive forms part of a broader solid waste reform initiative launched under the Swachh Bharat Mission (Urban) 2.0, aimed at strengthening sustainable waste management practices across the town.

Waste Management Calendar

At the heart of this initiative is a newly introduced annual “Waste Management Calendar,” unveiled during a high-level board meeting chaired by Municipal Chairperson Nausheen Khan in the presence of local MLA Mangal Kalindi. The calendar serves as a structured roadmap for citizens and businesses, outlining systematic methods for handling different categories of waste throughout the year.

The calendar emphasizes source segregation with clear guidelines on separating wet, dry, and hazardous waste. It also introduces dedicated schedules for plastic waste collection and monthly environmental themes to encourage sustained community engagement in cleanliness and sustainability efforts.

Focus on Bulk Waste Generators

Focusing on Bulk Waste Generators (BWGs), the council has mandated that wet waste such as food scraps and organic refuse must be processed within premises through composting. “Our goal is to ensure that wet waste never leaves the source and is converted into compost locally,” said Executive Officer Sandeep Paswan. Dry waste, however, will continue to be collected by municipal vehicles.

To support the implementation of these measures, the municipality has initiated several infrastructure upgrades. These include the large-scale distribution of blue and green dustbins to households to facilitate segregation at source. Additionally, a formal agreement has been signed with authorized recycling agencies for scientific disposal of electronic waste, preventing hazardous materials from polluting water bodies such as the Kharkai River.

Survey Currently Underway

Further, a survey is currently underway for the establishment of a Sewerage Treatment Plant (STP) near Shiv Ghat, aimed at ensuring that only treated wastewater is discharged into river systems.

To ensure compliance and enhance monitoring, the council has deployed Swachhata Supervisors and installed CCTV cameras at identified Garbage Vulnerable Points (GVPs). A toll-free helpline (18008899518) has also been introduced for citizens to report sanitation-related issues or provide feedback. Simultaneously, a Citizen Feedback Campaign has been launched to strengthen public participation in the Swachh Survekshan rankings.

Appealing to residents, Chairperson Nausheen Khan stressed that cleanliness is a shared responsibility. She urged citizens to adopt segregation practices and follow the waste calendar diligently to help position Jugsalai as a model town for urban sanitation in Jharkhand.
