Gramoday se Bharat Uday Abhiyan aims at overall rural development

Jamshedpur, April 20: Prime Minister Narendra Modi will be the chief guest at the concluding function of ‘Gramoday se Bharat Uday Abhiyan’ launched central government, in collaboration with the state governments and panchayats at city’s JRD Tata Sports Complex on Sunday, April 24.

Union Minister for Panchayati Raj Chaudhary Birender Singh arrived in Jamshedpur on Wednesday and reviewed the final preparations of the event. Keeping in view the soaring temperature, the minister asked the district administration to make additional arrangements for cooler, fans, and water as well as LED screens for people who will be sitting at the gallery.

Singh further informed that for the first time in his 44 years political carrier, Prime Minister Modi has thought of developing villages and aims at doubling the income of the farmers. “With the development of villages there can be 3.50 percent increase in the GDP of the country which would benefit one and all road for the development of villages will open,” Singh said.

About 68.7 percent of the population of the country still resides in villages and the government is focusing on for the comprehensive development of villages to ensure every villager gets all the facilities.

The central government in the budget for 2016-17 focused highly on the villages and doled out a big share of the budget to the agriculture sector.

‘Gramoday se Bharat Uday Abhiyan’ is not a political agenda, but a joint program of central and state governments, said Singh.

He said that for the first time, the Panchayati Raj Diwas is being celebrated in different part of the Nation instead of Vigyan Bhawan. He said that it was decided that more than Rs. 2 lac crores will be given to panchayats and a near about amount has been issued through MGNREGA.

It is expected from the panchayati raj institutions to make proper expense of the funds for processing and implementing the schemes.

Singh said that the scheme has been started with a view to develop and strengthen rural India to boost up social harmony as dreamed by Baba Saheb Bhim Rao Ambedkar.

He said that it will automatically improve the development rate. He mentioned various schemes run by the union govt. for the peasants including Krishi Beema Yojana, Soil Health Card, One Drop, More Crop and others.

Prime Minister inaugurated the ‘Gramoday se Bharat Uday Abhiyan’ on 14 April this year at Mhow in Madhya Pradesh on Dr. Bhimrao Ambedkar’s 125th Birth Anniversary.

From 14 April 14 to 16, a ‘Social Harmony Program’ has been conducted in all gram panchayats. The campaign aims to generate nation-wide efforts to strengthen the panchayati raj system, and through it, increase social harmony across villages, promote rural development, and foster farmers’ welfare and livelihoods of the poor, Minister noted.

He further informed that from April 17 to 20, Gram Kisan Sabhas have been organized in gram panchayats. A national meeting of Tribal Women Gram Panchayat presidents from Fifth Schedule Areas of 10 states was held at Vijaywada on April 19.

The theme of National Meeting was ‘Role of women Gram Panchayats in Development of Schedule V Areas’.

Now, gram sabha meetings will be held from April 21 to 24 across the country. The central government has recommended that a prabhat pheri (or morning walk) be organized in the village, and program on sanitation, cultural programs as well as a sports programs be observed.

Union minister said that on April 24, Prime Minister will give away awards to states that have devolved maximum powers to panchayats so far (Cumulative Devolution Index awards), awards to states that have devolved maximum powers to panchayats in the last three years (Incremental Devolution Index awards), awards to states that have made greatest progress in aligning their laws to Panchayat Extension to Scheduled Areas Act 1996, which will be given for the first time and states that have made maximum efforts to e-enable panchayats.

In addition, a new ‘Mandate of the Ministry for Panchayati Raj’ is scheduled to be released along with the Devolution Index Report by the Prime Minister. The Union minister for rural development, drinking water and sanitation and panchayati raj will give away the awards to best performing panchayats and gram sabhas.
