Jamshedpur: The process of monitoring poll expenditure has officially begun in the run-up to the 45-Ghatsila (ST) Assembly by-election, 2025. The Returning Officer has notified the schedule for the scrutiny of election expenditure accounts, which will be conducted in the Sub-Divisional Auditorium of the Ghatsila Sub-Divisional Office. The inspections will take place between 10:30 a.m. and 5:00 p.m. on October 30, November 4, and November 8.
According to official sources, all candidates and their election agents have been instructed to present their expenditure statements and supporting documents for verification on the prescribed dates. The three rounds of scrutiny are part of the Election Commission’s continuous monitoring mechanism to ensure transparency and compliance with statutory expenditure limits.
The Returning Officer for the constituency informed that the expenditure audit is a mandatory process under the Representation of the People Act, 1951. “All candidates must get their accounts verified within the scheduled period. Any failure to comply or misrepresentation of expenditure details will invite strict action as per the election rules,” the official stated.
Each inspection will involve detailed verification of expenses incurred during the campaign, including costs related to rallies, vehicle use, publicity materials, advertisements, printing, and logistics. The Election Expenditure Monitoring Cell will cross-verify records with shadow registers, daily expenditure reports, and third-party evidence such as video recordings and field surveillance reports.
Election officials have already deployed teams to monitor campaign spending in real time, ensuring that the ceiling prescribed by the Election Commission is not breached. These teams include accounting officers, expenditure observers, and flying squads who have been keeping a close watch on campaign-related activities across the Ghatshila constituency.
The by-election, scheduled for November 11, 2025, has already drawn intense political attention, with both the ruling Jharkhand Mukti Morcha (JMM) and the Bharatiya Janata Party (BJP) fielding strong candidates. The scrutiny of expenditure accounts is seen as a key part of maintaining fairness in what is expected to be a closely fought contest.
Officials emphasized that transparency in campaign finances is essential for upholding the integrity of the electoral process. “The Election Commission aims to ensure a level playing field for all contestants. Every rupee spent must be accounted for, and the sources of funding must be legitimate and documented,” an election officer said.
The Returning Officer also reminded candidates that any discrepancies or failure to attend the expenditure scrutiny sessions could lead to legal action, including disqualification under the relevant sections of the election law.
With the by-election approaching, the focus now shifts to both the intensity of campaigning and the accountability of expenditure — two critical aspects that will define the conduct and credibility of the electoral exercise in Ghatsila.
