Ranchi, Oct. 2: Underlining the role of Panchayats in the development of the nation, Chief Minister Raghubar Das today said that Mahatma Gandhi had envisaged Swaraj through strengthening of panchayats.
“Since the concept of Panch Parmeshwar has been in vogue from the very beginning, so we can realize the development of the villages through strengthening of the panchayats,” said the CM while addressing a large gathering at Khatgaon village of Gagarin Panchayat in Ormanjhi on the occasion of Gandhi Jayanti marked by a special Gram Sabha organized all over the state.
The CM said that Gagarin is a village of martyrs. Martyr Sheikh Bhikhari and Umrao Singh Tikait had waged a war against the British for Swaraj. Remembering Mahatma Gandhi and the former Prime Minister of India Lal Bahadur Shastri, he said that these leaders had given the slogan of Gram Swaraj. He said that the villages had to be developed for composite development of the nation.
Addressing panchayat representatives through live TV telecast, the CM asked the people to take pledge to make Jharkhand a clean state by 2018. He said that people have to come forward for sanitation and children have to be educated about it. Surroundings should be cleaned the way we clean shrines, he said.
Laying stress on holding Gram Sabha every month, the CM said that every citizen of the panchayat should know about the schemes run in the panchayat and the schemes suitable and needed for their villages. Schemes should be prepared keeping the next 15 years in view and each panchayat should prepare plan for next three years.
He said that people should be made aware about superstitions relating to witchcraft and dowry. To prevent incidence of dropping out of students in schools, village committees should play an important role. To ensure this, programmes should be organized in the villages and girls should be educated. The next generation has to be updated. By 15th November, benches and desks will be made by local carpenters and delivered to schools.
Underlining the need to form self help groups, the CM said that panchayat representatives should work honestly and everybody should ensure their responsibility. They have to think about the villages and its requirements. They should think for the uplift of poor villagers through healthcare, anganwadi etc.
Ranchi MP Ram Tahal Choudhary said that the CM started implementing the schemes launched by the Prime Minister for the village people. The CM started Yojana Banao Abhiyan for the people of the state with a view to make schemes for the people as per their necessities and priorities. He requested the panchayat representatives not to conduct bogus gram sabha which will affect the pace of development. He said that panchayat representatives should ensure participation of all villagers in the gram sabha.
Khijri MLA Ram Kumar Pahan said that people’s participation was essential for the development of the village.
Appreciating the government’s work, he said that strengthening of panchayats was important.
Additional Chief Secretary Amit Khare said that ‘Sashakt Gram Sabha…. Saksham Panchayat,’ is a novel initiation of the government which seeks to benefit the last person of the society through panchayats.
He said that the result of Yojana Banao Abhiyan was overwhelming and panchayats are being made strong for its implementation. From the 14th Finance Commission, the state is to receive Rs 80 lakh to Rs 1.25 crore for each panchayat.
On this occasion, the CM gave oath to the people in the name of cleanliness and sanitation and felicitated Mahendra Oraon and Seikh Yasir, the respective descendants of martyrs Umrao Singh Tikait and Sheikh Bhikhari.
In the beginning of the programme, the CM and other dignitaries paid floral tributes to Mahatma Gandhi, Lal Bahadur Shastri, Umrao Singh Tikait and Sheikh Bhikhari.
