80% DMFT Schemes Completed in Jamshedpur, Officials Told to Fast-Track Pending Projects

Jamshedpur (Mail News Service): A district-level review of development projects funded through multiple government and institutional sources has revealed substantial progress, with 80 percent of schemes sanctioned under the District Mineral Foundation Trust (DMFT) between 2021–22 and 2025–26 already completed.

However, officials have been issued strict instructions to expedite pending works with a warning that action will be taken against erring contractors and officials if delays continue.

The review meeting was held at the Collectorate auditorium under the chairmanship of Nagendra Paswan, following the directions of Karn Satyarthi. The meeting assessed the progress of schemes funded through DMFT, District Planning Untied Funds, NITI Aayog, MP-MLA Local Area Development (LAD) funds, and Corporate Social Responsibility (CSR).

DMFT Projects: Majority Completed, Delays Flagged

During the review, officials informed that out of 428 DMFT-funded schemes sanctioned over the past five financial years, most have been completed, while five schemes were cancelled due to technical reasons. Executive engineers were directed to accelerate the execution of incomplete works and strictly adhere to quality standards. Departments were also instructed to submit technical inspection reports for projects that have exceeded their stipulated timelines.

Schemes related to bridges, approach roads, PCC roads, drinking water facilities, additional classrooms, toilets, pond guard walls, and culverts were reviewed in detail. It was noted that several projects remained incomplete due to land disputes or local issues. To address this, circle officers, executive engineers, assistant engineers, and junior engineers were instructed to conduct joint inspections and resolve bottlenecks promptly. In cases of contractor negligence, directions were issued to initiate blacklisting proceedings after due process.

Untied Fund and Ongoing Financial Year Review

Under the District Planning Untied Fund, 117 schemes were sanctioned in 2024–25, of which around 60 percent have been completed. The remaining projects are under execution. For the current financial year 2025–26, 59 schemes have been sanctioned, with over 90 percent still in progress, as the implementation period is ongoing. Officials were instructed to ensure 100 percent expenditure and completion of all eligible schemes by February–March.

NITI Aayog, MP-MLA LAD and Other Schemes Reviewed

The review also covered projects funded by NITI Aayog. For 2023–24, six schemes are under implementation, including a Sal leaf plate and cup production unit, strengthening of model Anganwadi centres in tribal areas, food carts for transgenders and women, a library-cum-resource centre, and construction of kitchen rooms in 68 government schools.

For 2025–26, proposals for seven new schemes focusing on self-employment, women empowerment, science centres, Diksha education centres, bamboo artisan training, and digital education centres have been submitted to the Government of India.

While reviewing MP-MLA LAD schemes, implementing departments were directed to complete works recommended by elected representatives on a priority basis and maintain complete transparency. Officials were cautioned against unnecessary delays and instructed to ensure visible on-ground impact. Schemes implemented by the Sports and Tourism Department were also reviewed, and necessary directions were issued to improve execution.

Officials Present

The meeting was attended by Santosh Garg, In-charge District Planning Officer Sudipta Raj, and senior officials from NREP, Special Division, Building Construction, Zila Parishad, Drinking Water and Sanitation Department, and other concerned departments.

The administration reiterated its commitment to ensuring timely completion, transparency, and quality execution of all development schemes to maximise public benefit in Jamshedpur.
