Ranchi, Aug. 30: Chief Secretary Raj Bala Verma directed that the convergence program of Rural Development Department, Agriculture Department and Drinking Water and Sanitation Department should be implemented through SHGs.
She said that agricultural equipments, goat / poultry purchase, sanitary napkin making etc. should be done by them. She said it while addressing a meeting with the officials of Jharkhand State Livelihood Promotion Society on SHG formation and expansion.
Mrs. Verma said that various conversion schemes under Drinking Water and Sanitation Department should be executed through SHGs and VOs. The govt. will transfer funds directly into the account of SHGs for purchase of agricultural equipments, goat and poultry.
It should be noted that the SHGs are to be provided with Rs. 3498 lac revolving funds which has been provided to J.S.L.P.S. by the Union Govt. She directed all the district officers to coordinate with agricultural officers, animal husbandry officers and KVK officers.
She directed to select one SHG in every panchayat for implementation of schemes and panchayats wanting it should be formed with one.
It should be noted that 52,000 SHGs are to be formed in 7,000 villages in 122 blocks in 2016-17. Out of these, 37,000 SHGs have been formed. She directed to employ youths of the state after being skilled and invite proposals from placement agencies.
She said to focus on migrant villages of Simdega, Khunti and Gumla and skill the youths.
Laying stress on the potentials of enterprises, the CS said that a special work plan should be prepared for this purpose and schemes should be made to prepare sanitary napkins in five divisions so that school students can be provided with them.
She also directed to make work-plan to supply dress through SHGs. She said that SHGs should be connected with milk collection center to promote dairy production in the state.
The department said that milk is being collected in 1173 villages. She also laid stress on making work plan to connect SHGs with micro-irrigation and drip irrigation.
Regarding ODF, it was directed to survey 2,000 selected villages and make them ODF through VOs. She said that the VOs will report district level officers where toilets are there and where they are wanting after survey of the villages.
The meeting was attended by Principal Secretary, Rural Development Department N. N. Sinha, Agriculture Secretary Nitin Madan Kulkarni, Fisheries Secretary Pooja Singhal and officers of Jharkhand State Livelihood Promotion Society.
