The winter session of Parliament, which commenced on November 15, 2024, concluded amidst controversies and unresolved disputes likely to influence future parliamentary proceedings. While the session featured moments of meaningful debate, the recurring confrontation between the ruling party and the opposition overshadowed its productivity.
One of the key highlights was a sharp yet largely peaceful debate on the Constitution in both houses. Opposition leader Rahul Gandhi emphasized the enduring values of Indian traditions and lessons from the freedom struggle embedded in the Constitution. In response, the ruling party invoked the Emergency period, reiterating the nation’s commitment to constitutional sanctity. Both sides advocated for loyalty to constitutional principles but failed to achieve consensus on broader issues.
A historic first occurred during this session with the submission of a proposal against the Chairman of the Rajya Sabha. Although the Deputy Chairman rejected it on procedural grounds, the incident underscored the widening rift between the ruling party and the opposition.
The government also introduced a contentious bill without the requisite two-thirds majority for passage. While the bill was referred to a Joint Parliamentary Committee, signalling the government’s commitment to its stance, it further fuelled the discord. Allegations and counter-allegations involving corporate figures like Adani and George Soros added to the hostility, leading to disruptions in parliamentary proceedings.
The session’s final days witnessed unprecedented turmoil. A comment by the Home Minister on Dr. B.R. Ambedkar sparked outrage from the opposition, resulting in heated exchanges, physical altercations, and unfortunate incidents like hospitalizations and police complaints. These events painted a bleak picture of parliamentary decorum.
Most of the session’s time was consumed by uproar, sloganeering, and debates on issues unrelated to public interest. The lack of constructive engagement left common citizens feeling disconnected from the proceedings. While the opposition’s focus on disruption was apparent, the ruling party’s decision to counter with equal intensity only exacerbated the situation.
As the Modi government prioritizes fulfilling public aspirations in its third term, the inability to ensure smooth parliamentary functioning could jeopardize critical reforms and decisions. The ruling party must introspect and recalibrate its approach to align parliamentary productivity with public expectations.
