State lacks manpower, but recruitment process will begin soon: Raghubar

Ranchi, July 25: Chief Minister Raghuvar Das directed to deposit the amount of scholarship & cycle of all students by August 15 in their accounts.

Das said that we are far behind from nearby states in respect of forest lease. He directed DCís of all the districts to act fast in this direction.

He said this during a review meeting with Principal Secretaries / Secretaries, Sub- divisional Commissioners and Deputy Commissioners of all the districts in the newly built Conference Hall at Project Building.

He said that he has formed a majority government for the first time & for and the first time the public has given him mandate with a mature mind.

He said the expectations of the people from Jharkhand government are very much. He said that the way the authorities have worked in the past seven months needs to move forward to change the work culture of the State & move towards playing the best role in the development of Jharkhand.

Das said that flaws are exposed in the review meeting and at the same time, ways are found out. He said that the state lacks man-power, but recruitment process will begin soon and will speed up development.

Das said that a major challenge faced by all officials is to work better in low manpower. Awards will be given to those officials who, in their district, will implement development works in the best manner.

He said that in the review meeting, he found that during the implementation of several development projects in several districts, the results are disappointing. So the officials should speed up the work and instead of coming a ruler, they should work as servants.

He assured the Deputy Commissioners that the government has no intention to transfer officials repeatedly. But it is also true that the officers, who will not work properly, will not be spared.

They should work diligently, with full dedication in the execution of developing projects. If you are working properly in your district, you will not be transferred. But will not tolerate any lobby in transfer- posting.

He said that the Deputy Commissioner of the districts should visit blocks and Panchaytas once a week and contact people so that they can diagnose problems related to the area.

He said that every month he will monitor Deputy Commissioners and Deputy Commissioners will send inspection report to the Chief Secretary through Commissioners. Mr. Das said that PDS should be computrized in any case till 15 August 2015 to prevent black marketing.

He said that development plans should be completed timely. He said that the Deputy Commissioner should ensure that the funds for the plans are expensed cent percent.

Mr. Das said that he will go to see development work at Parasnath. Praising the work of the Department of Education, he said that the department has been instrumental in building the toilet in schools in the prescribed time.

During the review, Chief Secretary Rajiv Guba directed the Deputy Commissioners to distribute the scholarship to students before 15 August 2015.

CS said that Forest lease is an important means of livelihood for the people of the forest. Gauba directed the DCís to conduct Gram Sabha, generate claim and proceed in the direction of remedy. He said that the DCís should visit a block once a week and tried to understand and short out the problems of that area.

Gauba said that road,health centres deputation of doctors Aangan bari centres and allotment of old age pension,should be done rapidly.

In the meeting, Department of Agriculture, Secretary Nitin Madan Kulkarni, Secretary, Principal Secretary of Social welfare Department Mrs Mridula Sinha, Revenue and Land Reforms K.K Son, Food and Public Distribution Department Secretary Vinay Kumar Chaubey,IRO Secretary Shri M.R Meena, Industry Director, Mr. Ravi Kumar and secretary and Commissioner of all relevant departments, were present.
