Dumka, Jan. 27: Jharkhand Chief Minister Raghubar Das hoisted the Tricolor and took a guard of honor in Dumka, the second capital of the state, on the occasion of the 67th Republic Day celebrations on Tuesday.
Addressing the gathering on the occasion, the Chief Minister said, “Johar, from the heartland of Daruk Forest in Dumka, I welcome and greet to the people of Jharkhand. The Republic Day is the national festival of our sovereignty and deep faith in the republic.”
“On this occasion, I pay my heart-felt tribute to the Father of the Nation Mahatma Gamdhi, Jawahar Lal Nehru, Netaji Subash Chandra Bose, Shyama Prasad Mukherjee, Dindayal Upadhyay, Babasaheb Bhim Rao Ambedkar, Maulana Abul Kalam Azad, Sardar Ballabh Bhai Patel and other eminent leaders.”
The Chief Minister also paid tributes to Bhagwan Birsa Munda, Tilka Manjhi, Soddo, Kanho, Phoolo-Jhano, Budhu Bhagat, Jatra Tana Bhagat, Nilambar- Pitambar, Seikh Bhikhari, Pandey Ganpat Rai, Vishwanath Shahdeo and other leaders.
Das said that everyone needs to retrospect today how much each one of us could realize the motto of the nationalists. “Even Mahatma Gandhi believed that development will be considered fruitful when we will be able to wipe the tears of the people sitting at the lowest stage of development,” he said.
“I feel happy to say that I have not taken a single day rest after the formation of my government. We have been working for the composite and all round development of Jharkhand. We are moving ahead with balanced and inclusive vision to ensure social justice. We want to make our state free from fear, hunger, corruption and extremism.
Nobody should be left undeveloped. We want everyone’s participation in ensuring the development of the state,” Das said.
According to the Chief Minister, to ensure development to the people, the administration should be prompt, transparent, sensitive and corruption free. To maintain transparency in the system, IT can be a better alternative. Hence, our sole Endeavour is to ensure maximum use of IT in administration. Many services are provided to the people through mobile apps.
“Our government has reconstituted Vigilance Bureau as Anti Corruption Bureau, which proved to be highly successful. It is working wonder in eradicating corruption. The government observes Zero Tolerance on corruption. I ensure that corrupt officials on any level will not be spared,” he added.
Das pointed out that in order to ensure participation of the villagers in making the budget for rural development; the government has started Yojana Banao Abhiyan and named it Hamari Yojana, Hamara Vikas. It will be run in all the panchayats and scheme worth Rs. 10 lakh will be made on village level. Beneficial and useful basic schemes will be selected from MGNAREGA and 14th Finance Commission.
“For this purpose, Planning Dals have been formed and trained on village level. I myself have visited many villages and talked with people and came to know their hopes and aspirations from the govt. Moreover, ministers of the state government, principal secretaries, secretaries, various NGOs, intellectuals, educationists and common people are participating in the village level meeting and conference and listening to the view of the people for making the budget.”
At the same time, Das said that in order to ensure industrial development, stop migration and increase employment, the economic condition of the state must be strong and Jharkhand can achieve this as it is full of natural resources.
“Nature has given all required resources to the state which can play an important role in ensuring its development. But due to political instability and lack of clear and foreseeing policies, the state could not prosper so much as expected. If developmental policies are made with strong will and implemented properly, the state will be categorized with the developed states of the nation.”
According to Das, after formation of his government, he reviewed the policies and found that in many sectors, the policies of the government are not clear and need to be amended.
Talking about his government’s achievements, he said, “We reformed the labor laws to boost up industries in the state and implemented Single Window System. In order to attract investment in the state, I implemented the policy of land allotment for all the four Industrial Areas Development Authorities. Owing to the changing view of common people for the govt. and commitment of the govt.
Jharkhand could achieve third position in Ease of Doing Business which is a remarkable achievement for the state. Apart from this, the World Bank has given the state firstrank in implementing Neer Nirmal Pariyojana which is a matter of pride for all of us.
Referring to the development of Santhal Parganas, Das said, “The region was once left behind, but now it is playing an important role in speeding up development process of the state. My government is committed for the development of the people of Santhal Parganas.
Good and quality roads are being built to connect Santhal Parganas with other part of the nation. Already 481 km road with the expenditure of Rs. 1179 cr. has been approved. Simultaneously, the roads, which connect these roads with Dumka and Deoghar, have been completed. For the convenient access to tourist spots of the state, roads are being constructed. Maluti temple in Dumka and Kanchan Gupha of Pakur are included in it.”
He further said that during the 26 days of 2016, he achieved several milestones including establishment of land bank on January 4 to sort out the problems of land for the development of the state, and launching the UDAY Yojana on January 5 to sort out electric problems through it.
“We have planned to establish Jharkhand Institute of Craft and Design with the help of National Design Institute, Ahmadabad. After its formation, fate of 400 youths can be brightened.
Moreover, the government has decided to establish Indian Information Technology Institution. The foundation stones of Jharkhand Technical University and Jharkhand Raksha Shakti University have been laid. I thank the central government. for this.”
