Joint team of administration and Tata Steel inspects city areas for finalizing blueprint

Jamshedpur: A joint team of district administration led by Deputy Commissioner of East Singhbhum Amit Kumar and Tata Steel officials inspected various localities of the city as part of ongoing efforts to create a blueprint for industrial township in company command areas.

The DC, accompanied by ADC Sunil Kumar, SDO Suraj Kumar and several other administration officials, started the inspection drive at Kharkai bridge near Adityapur and went on to visit Shastrinagar, Kadma, Marine Drive, Sonari, Circuit House Area, Mango roundabout, Sakchi, Kalimati Road, East Plant Busti, Golmuri, Agrico, NML, Baridih, Nildih, Telco, Manifit and Burmamines. He was also accompanied by Rituraj Sinha of Tata Steel’s Land Department and other company officials.

The administration officials said that the 86 bustis including a sizeable part of Birsanagar would be included in the Municipal Corporation. These areas would include Ramnagar of Kadma, Uliyan and Sakchi market. The DC however said that the proposal in this regard was given by Tata Steel. The decision on the matter is yet to be taken by the administration. A meeting would soon be held and the decision would be sent to the government in the form of a proposal, he said.

The DC said today’s site inspection was meant to demarcate areas for the proposed industrial township. He said that no decision has been taken in this regard as yet. “The map will be amended after the meeting is held. Formation of a municipal corporation is necessary to implement the plans and schemes of the Central government.

This is why big projects are not being implemented. Besides, there is need for constructing flyovers in the city and strengthening the transport system. The city needs its own municipal corporation irrespective of its size,” he said.
The DC said that the residents of areas included and excluded from Tata lease areas should not have any doubts regarding ownership rights or civic amenities provided by Tata Steel. Areas excluded from company areas will also be given amenities by the company, he said.

Administration officials said the final seal may be put on the map and demarcation of areas for the industrial township and the municipal corporation after three days. A meeting will be convened by the DC to prepare the amended map. Earlier, a meeting was held on 20th December. Later another meeting was held on 27th December. But the decision could not be taken on the point of finalizing area demarcation. After today’s joint inspection, it is expected that a final decision would be taken shortly.

As per the map produced by Tata Steel, the entire Sakchi market will be out of Tata lease area. Bistupur market will still be under lease area. Most areas of Kadma and Sonari will be out of lease area. The Agrico residence of Jharkhand Chief Minister Raghubar Das will be under the industrial township. The NML KPS will be under company area. The Circuit House and Army Camp will be excluded from the lease area.

Administration officials said the land department officer of Tata Steel Rituraj Sinha had expressed unwillingness to include Sidhgora Dus Number Busti in the proposed industrial township saying the locality was under lease area and was ridden with encroachment. The DC said the busti should be included for continuity of area.

The DC said that five acres of plot near JAP at Bagunnagar Chowk would be given to polytechnic college. JAP will be given 22 acres of plot. The DC gave instructions in this regard to the ADC.

The DC further informed that a medical college affiliated to Manipal University will be started at Ardeshir Dalal Memorial Hospital at Baridih from the year 2018. A delegation of Manipal University representatives today held a meeting with the DC in this regard.

A total of 150 seats will be there in the college. A reservation of 75 per cent will be given to local students out of whom 15 students (10 per cent of total seats) will be taken from Scheduled Tribe community. The college will be given 23 acres of land.
