Jharkhand Cracks Down on Absenteeism: ‘No Attendance, No Pay’ Rule Enforced for Health Workers

Ranchi/Jamshedpur: In a stern move to tighten discipline in the public health system, the Jharkhand government has taken action against widespread absenteeism among healthcare personnel.

As many as 4,468 doctors and health workers were found absent from duty during official inspections across the state. Taking serious note of the lapse, the state government has announced the strict implementation of the “No Attendance, No Pay” rule.

Under this directive, the salaries of doctors and health staff who remain absent without valid authorization will be withheld, signalling zero tolerance towards negligence in essential health services.

The decision is aimed at ensuring accountability, improving service delivery, and safeguarding patient care, particularly in government hospitals and health centres serving rural and remote areas. Officials have warned that continued non-compliance could invite further disciplinary action beyond salary cuts.

Meanwhile, reacting strongly to these alarming figures, the Jharkhand health department has decided to directly link attendance records with salary payment. Under this forthcoming policy, salaries will be paid strictly in proportion to the number of days staff are marked present on the attendance portal.

Officials emphasized that those who fail to register their attendance on the portal — either by negligence or by avoiding the system — will not receive payment for days they did not register. Health workers and doctors must complete registration on the ACVMS system promptly so that their duty presence is tracked accurately.

This move is intended to increase accountability, ensure better supervision of medical personnel, and improve healthcare delivery, especially in rural and underserved areas.
