Jharkhand govt to convene special Assembly session to re-pass 3 Bills

Ranchi: The Jharkhand government wants to convene a special session of the Assembly once again to re-pass three such Bills which were returned by the Governor. These Bills are related to anti-mob lynching, domicile policy and increasing the percentage of reservation. All these three issues are related to the election manifesto of the ruling coalition of the state. At the same time, the Bill related to Domicile Policy and Reservation was passed by convening a one-day special session of the Legislative Assembly last year, but these were returned without approval by the Raj Bhavan.

The government was shocked by this move of the Raj Bhavan. Chief Minister Hemant Soren has said many times that his government is adamant on these issues. For the protection of the rights of the people of Jharkhand, the domicile policy of the state based on the khatian (land survey record) of 1932 is necessary. The government wants these Bills returned by the governor to be re-passed either exactly or with partial changes according to the opinion of legal experts. But there is a big technical hurdle. Actually, under Article 200 of the Constitution, there is a provision that the Governor returns the bills. Noting his points of objection with him, he asks for reconsideration.

The government says that the Governor has not given any message (noting) while returning the Bill related to domicile policy and reservation. This noting is necessary, because based on this, the Bill can be passed again. Regarding this issue, the members of the coordination committee formed by the state government on Sunday reached the Raj Bhavan and submitted a memorandum. It has urged the Governor to return the Bills with noting. The memorandum also gives examples of his noting on some bills returned by former governors Syed Sibte Raji and Draupadi Murmu.

Jharkhand Pradesh Congress Committee president Rajesh Thakur, former minister and Congress working state president Bandhu Tirki, JMM’s Vinod Pandey, who are part of the state coordination committee, said they had sought time from the Raj Bhavan two days ago to present their views on the issue. . But no information was given to him from Raj Bhavan in this regard. On going to the Raj Bhavan, it came to know that the Governor is not in Ranchi. After this, the committee received the memorandum in the office located at the gate of the Raj Bhavan. The leaders of the committee said that the Raj Bhavan should not become a part of any politics.

However, if the state government decides to call a special session of the Assembly after clearing the technical hurdles associated with these bills, it will also be a record in the legislative history of Jharkhand. Since the formation of the government under the leadership of Hemant Soren in 2019, special sessions of the assembly have been called three times. Two of these special sessions were convened just a few months apart last year. This is the first government of Jharkhand to call such a special session.
