Jharkhand Cabinet nod for SOP to deal with federal agency probe

Ranchi, January 9: The Jharkhand cabinet on Tuesday approved guidelines to deal with notices to state officials by external probe agencies, making it mandatory for them to inform the cabinet secretariat and vigilance department through departmental heads, an official said.

The decision came when Chief Minister Hemant Soren and a number of state government officials were facing summons by the Enforcement Directorate.

The cabinet’s decision to formulate a standard operating procedure (SOP) was taken at a meeting chaired by Soren in view of “handing over of documents to external probe agencies without bringing this to the knowledge of state officials concerned”.

Briefing the media after the meeting, Cabinet Secretary Vandana Dadel said, “The cabinet secretariat and vigilance department have been made nodal departments to deal with such issues and legal actions in the matter.” She said that according to the new SOP, if any official receives any notice or summons from any external probe agency, he or she will immediately inform the department head concerned.

“The nodal department will obtain legal advice accordingly. In light of the advice from the department, the official will provide necessary cooperation to the probe agency,” Dadel said.

According to a cabinet note, it came to the notice of the state government in recent past that many summonses or notices were issued directly to officials asking them to appear before external probe agencies without providing information to the competent authority of the state government.

The cabinet also gave nod for total estimated expenditure for the acquisition of total 25.04 acres of land currently identified for acquisition for the runway expansion of Bodo Airport located at Giridih and the acquisition of 17.97 acres of raiyat land included in it is Rs. 60,75,01,235.

Approval of the facility of laptop/tablet (either one) to all the officers of Indian Administrative Service below the level of Joint Secretary posted in the state of Jharkhand and below Additional Secretary of other services posted in the state of Jharkhand to achieve the objective of e-governance was granted by the cabinet.

Approval was given to increase in food allowance during the camps of National Cadet Corps (NCC) cadets of Jharkhand state.*

Approval was given to register the Social Audit Unit as an independent unit as Jharkhand Social Audit Society (JSAS) under the Society Registration Act-1860.
Approval was given to amend the Jharkhand Anganwadi Sevika/Helper Selection and Honorarium (including other conditions) Rules, 2022.*

Approval was given for the creation of posts for the operation of Pandit Raghunath Murmu Tribal University, Jamshedpur.*

Approval was given for the formation of Jharkhand Municipal Election and Election Petition (Amendment) Rules, 2024.*

Approval given for creation of cyber crime police station for 08 (eight) districts of the state.
