Jharkhand cabinet nod for panchayat polls, new solar energy policy, no subsidy for consumers using over 400 power units

Ranchi, Feb 24: Hemant Soren-led Jharkhand cabinet has given its nod for the panchayat polls at its meeting on Thursday. 
The decision of the cabinet would be sent to Governor Ramesh Bais for its approval. 
Sources  in the state cabinet secretariat revealed that after Governor assent the Jharkhand election commission would notify a date for the panchayat polls. Sources further said that panchayat election would be held after the budget session of the state assembly which concludes on March 25. There are indications of polls being conducted in April. .  

A total of 35 proposals were approved in the cabinet meeting. 
Those electricity consumers who consume more than 400 units every month. They will not be given subsidies. The cabinet also gave nod for the state solar policy. 
A proposal for a new solar energy policy has been prepared. Under this, a target has been set to install about 4000 MW of solar power in the next 5 years. Stamp duty is completely exempted in this policy. A subsidy of 60% will be given for installation of rooftop up to 3 kW.

In addition 5310 CCTV cameras will be installed in 334 police stations of the state and an approval of Rs 78 crore 8 lakh was sanctioned for the police modernisation project. 
In the meeting, approval has been given to amend the Roomkeeper Cadre Appointment Rules of the Home Department.
Acceptance of the proposal to regularize the service of Rajnath Yadav working on contract in Jharkhand Bhawan, Delhi.

Approval has been given to implement the Assistant Prisoner Cadre Amendment Rules 2021 of the Home Department. Approval of amendment in State Archives Appointment Rules.
Proposal for amendment in statistics manual accepted.
The cabinet also sanctioned Rs 71.23 Crore for renovation and strengthening of 84 model schools. The schools will also have ICT labs and smart classes which will be built in schools.

Approval of proposal to postpone Engineering Services Cadre Rules, 2016 Approval of proposal for appointment under 1983 Appointment Rules.
Approval of the proposal to give Rs. 2 crore 83 lakh from the Contingency Fund in respect of the vehicle of the office bearers of the Governor’s Carcade and Raj Bhavan.

Approval of urban water supply scheme at a cost of 8857.72 lakh under Asian Development Bank Sustainable Jharkhand Urban Water Supply Improvement Project.

Approval of the proposal of the Health Department to remove the ban on the appointment and promotion of Scheduled Tribes, Scheduled Castes in the educational cadre posts of RIMS.
Section (3) (e) of the Reservation (for Scheduled Castes, Scheduled Tribes and Backward Classes) Act, 2001 in the vacancies of government posts and services in Jharkhand was relaxed by the previous government in RIMS Medical College Ranchi. 
This section was related to the appointment and promotion of ST-SC in the academic cadre posts in the college.
