Jharkhand cabinet extends lease of Surda Copper mine for 20 years

Government to take loans of Rs 1552 Cr for paddy procurement at MSP

Ranchi, Dec 9: Jharkhand cabinet gave nod for extension to lease of Surda Copper mining at Musabani in Ghatshila sub-division of East Singhbhum for the next 20 years i.e. up to March 31, 2040. 

This decision has been taken in the cabinet meeting chaired by Hemant Soren on Thursday. 
Significantly, Surda Copper Mine is spread over an area of 388.68 acres and had been a longstanding demand of the local residents who have been facing economic hardship due to the closure of the mine.

The mining lease of copper and associated minerals spread over 388.68 acres in Mauja Surda, Musabani zone of East Singhbhum has been extended for the next 20 years. Earlier this period was till 31 March 2020. Now this extension has been done till 31 March 2040. Hindustan Copper Limited had applied for extension on 27 February 2019. It should be noted that in the state, total leases of Copper and Associated Minerals such as Surda, Rakha and Kendadih are approved by Hindustan Copper Limited in the state.

A total of 21 proposals have been approved in the cabinet. In a proposal on government holidays of 2022. There will be a total of 33 days holiday in 2022 in state government offices, undertakings and nationalized banks. Out of this, a total of 19 days will be a holiday under section 25 of the NI- Act . There will be a total holiday of 14 days under the office order. At the same time, only one day i.e. April 1 will be a holiday for the annual bank account. This holiday will not be applicable in government offices.

The Government will take loan of Rs 776-776 crore from two banks, 

The cabinet gave nod for paddy procurement from farmers at minimum support price under the Paddy Procurement Scheme in the Kharif marketing season 2021-22. For the purchase of paddy, the government will take a loan of Rs 776 crore and 776 crore i.e. a total of Rs 1552 crore from Bank of India, State Bank of India respectively. For this, the guarantee will be given by the state government. It may be mentioned that in the Kharif marketing season 2021-22, the target of procurement of paddy for the state has been fixed at about 8 lakh MT.

National Automated Clearing House payment mode will now be used for payments to be made through Treasury under the E-Kuber Payment Integration Framework. Under the present system, e-payment of any bill passed from the treasury is done through SBI’s cash management product and SBI’s e-Kuber platform. It does not have the facility of bulk payment. The government will now implement a new payment mode ‘National Automated Clearing House’. Bulk payment can be done easily in the new payment mode.

Other important decisions of the cabinet include, acceptance of amendment and deletion in Jharkhand Agriculture Subordinate Services (Recruitment and Promotion) Rules, 2015, amending the ‘Jharkhand State Prison Hospital Para Medical Personnel Cadre (Recruitment Promotion and Other Service Conditions) Rules, 2016 in force vide notification number-3623 of Home, Prison and Disaster Management Department, Jharkhand, dated 23 June 2016 ‘Jharkhand State Prison Hospital Para Approval was given to bring into force the Medical Personnel Cadre (Recruitment, Promotion and Other Conditions of Service), (Amendment) Rules, 2021, under the directorate of fisheries under the department of Agriculture, Animal Husbandry and Cooperation, Jharkhand, Jharkhand Under Fisheries Service (First Amendment) Rules- 2021 has been approved.

The following proposals of the road department got approval with an administrative approval of Rs.25 crore 60 lakh 39 thousand 900 for the strengthening work of Baratand to Jarmundi road total length 32.850 km under Deoghar.

While transferring the total length of 25.832 km from Sarubeda to Pilpilo Mod Path in Bokaro from Rural Works Department to Road Construction Department, administrative approval of 43 crore 3 lakh 68 thousand 200 rupees was given for widening and strengthening and reconstruction work.  Transferring the Sarra Bhaya Machiara path length 12.814 kms from the Rural Works Department to the Road Construction Department in Maniadih (on Domanpur-Maniyadih-Kolharmod road) under Dhanbad district, Rs.30 crore 73 lakh 31 thousand 500 for widening and strengthening and reconstruction work. Administrative approval given.

Administrative approval of Rs 120 crore 60 thousand 200 was given for the reconstruction work while transferring the Goelkera-Aurga-Serengda road total length 30 km from the Rural Works Department to the Road Construction Department under West Singhbhum district.

Administrative approval of Rs.39 crore 19 lakh 71 thousand 100 was given for the widening and strengthening work, while transferring the total length of 23.950 km from the Rural Works Department to the Road Construction Department, Adityapur Adityapur-Mahuldih- Hesal main road under Seraikela Kharsawan district.

Revised administrative approval of Rs.145 crore 30 lakh 75 thousand 600 has been given for the widening and strengthening of Sonua-Pansua-Ludai-Gudri road total length of 41.560 km and reconstruction work under West Singhbhum district.

Under the Rashtriya Uchchatar Shiksha Abhiyan (RUSA), a total administrative approval of Rs 56 crore was given for the up-gradation of 14 affiliated/affiliated colleges of the Project Approval Board (PAB) at the rate of Rs 4 crore per college.

Approval was given for the formation of Jharkhand Excise Constable Cadre (Recruitment and Conditions of Service) (Amendment) Rules, 2021.

Approval was given to increase the rate of court fee chargeable on various disputes under the courts.

 Approval has been given for the post-facto approval of the Jharkhand Fiscal Responsibility and Budget Management (Amendment) Bill, 2021.
