Focus on model code of conduct and safety issues

Jamshedpur, Nov. 5 : East Singhbhum deputy commissioner Ravi Shanker Shukla has apprised the political parties of the Election Commission�s guidelines with respect to the Assembly elections for Kolhan leg during second phase on December 7.
The maiden meeting between administration and the political party representative in view of the poll held at the district collectorate had the deputy commissioner informing of constitution of a special cell at the district level which would deal with movement of VIPs (read leaders of national stature) party representatives for campaigning during polls.

�The meeting was important in view of model code of conduct. All political parties will need to inform this special cell about itineraries of VIPs coming for campaigning to the district as soon as possible so that security issues during their visit can be chalked out well in advance. Respective political parties will need to inform this cell at least a week before about visit of senior leaders in helicopter for campaigning. Administration will give permission for helipad only after getting nod from state aviation department and Director General Civil Aviation (DGCA),� the deputy commissioner said.
The political parties representatives who attended the meeting (10 representatives) were asked to appoint a liasioning officer from their party who would coordinate with district administration over crucial issues related to model code of conduct and safety issues.
�The liasioning officer would inform the administration about threat perspective to political leaders of national stature visiting district for campaigning. The official will be interacting on a regular basis with either SDO Dhalbhum and SDO Ghatshila,� the deputy commissioner added.
Party representative were also informed about strict compliance of the Noise pollution (regulation and control) rules 2000.
�Parties can use only box type sound amplifier and desist from using loudspeakers. No public amplifier would be allowed to play after 10 pm. Violation would lead to confiscation of the sound emitting device,� the DC told the representatives.
The parties were also told that administration will resort to first come basis while booking grounds and venues for meeting.
�In case two parties apply for booking of a particular venue the party which applies first will be given priority,� the deputy commissioner added.
Party representatives were reminded about ECI strict posture over expenditure management of party candidates.
The leaders were also provided details about the poll process in the district with nomination filing date and last date for withdrawal of nomination.
They were also provided details about the model code of conduct and what was expected from the parties.
