Jamshedpur :
As a step towards preparing administrative machinery, all police officials and magistrates deputed for poll related works in the district have been directed to download the Android-based Citizen Vigilance c-VIGIL app, developed by the Election Commission of India (ECI).
East Singhbhum deputy commissioner, Amit Kumar said that the magistrates and thana OCs will be part of the flying squad teams and static surveillance team and they need to be well updated with the c-VIGIL app themselves so that complaints of model code of conduct are addressed within the stipulated time period of 100 minutes as ordered by the Election Commission of India. A mock drill was also carried out in implementation of the c-VIGIL app.
The app was initially launched in 2018 and was put to test during the Assembly elections of Madhya Pradesh, Chhattisgarh, Rajasthan, Telangana and Mizoram.
He reiterated that the team needs to be accessible and available to all stakeholders on the ground as the officers are literally the extended arms of ECI in the field.
We have received two complaints had come from different parts of Mango with photographs of banners alongside street poles. The flying squad was alerted by the district control room and they reached the spot within the mandated 15 minutes and found that the banners had been taken out by the political parties. They downloaded the photographs of the locations to the control room which was then informed to the complainant within 100 minutes, said East Singhbhum deputy development commissioner B. Maheshwari.
Incidentally, more than 30 flying squads and static surveillance teams with videographer team will be based at all the urban and rural thanas in the district so that complaints received on c-VIGIL are addressed within the 15 minutes time.
Users will have to download c-VIGIL from the Google Play Store and register after filling the mobile number, name, address and confirm using OTP to activate the app. The app requires an Android smartphone equipped with a camera, good Internet connection and GPS access to work.

Directive was also given to the excise department to tag with respective police station officials and also coordinate with flying squads and static surveillance teams and crack down on illegal liquor outlets while bank officials were directed to inform district administration about any transaction in excess of Rs 50,000 and prohibit use of loudspeakers after 10 pm.
