Jamshedpur DC orders drive to free roads, intersections and market areas from encroachment

DC Reviews Revenue, Land Acquisition; Directs 100% Target Achievement, Focus on Tata Lease Encroachment

Jamshedpur, February 11: The Deputy Commissioner, Karn Satyarthi on Wednesday issued necessary instructions for effective removal of encroachments from roads, intersections and haat-bazaar areas, in compliance with the orders of the Jharkhand High Court, Ranchi. A drive to free encroached roads and public spaces was also directed to be launched.

A comprehensive review meeting on revenue collection, land acquisition, auction cases, Tata lease land encroachment and public grievances was held at the Collectorate auditorium under the chairmanship of Deputy Commissioner. The Deputy Commissioner directed all concerned departments to ensure 100 percent achievement of their annual revenue targets and to intensify enforcement measures wherever required.

During the department-wise review of revenue collection, officials were instructed to prepare concrete action plans, particularly in departments lagging behind their targets. The State Tax Department’s three circles were directed to strengthen restaurant and bar license registrations to enhance revenue. The Mining Department was asked to expedite revenue realization through auctions of seized minerals and recovery of penalties. The Excise Department was directed to boost revenue from licensed shops in line with targets and intensify action against illicit and counterfeit liquor traders.

The Electricity Department was instructed to ensure monthly meter readings, timely billing and rectification of billing errors. The Transport Department was asked to strictly check vehicle permits, act against overloaded vehicles and collect fines. The Fisheries Department was directed to reclaim ponds and renovate old water bodies in coordination with the Soil Conservation Department to enhance revenue generation.

Reviewing annual targets, the Deputy Commissioner stressed the need for fine collection by the Mining Department, streamlining of billing, payment and grievance redressal systems by the Electricity Department, and organization of a license renewal camp by the Metrology Department at Ghatsila. Emphasis was laid on taxpayer audits, field inspections, action against defaulters and use of data analytics to ensure accurate and transparent revenue collection.

Officials were also instructed to give priority to matters referred by the Departmental Secretary, Commission and the Jharkhand High Court, and to ensure timely filing of reports and compliance actions.

While reviewing public grievances, the Deputy Commissioner directed that complaints received from citizens be processed promptly as per rules and that reports be submitted within the stipulated time frame.

In auction-related cases, officials were instructed to issue notices in pending matters and adopt measures such as attachment, warrants and auction proceedings to recover outstanding dues. Coordination with banks for settlement reports and increasing the frequency of hearings were emphasized to speed up case disposal.

The review also covered land purchase and sale, mutation, land permission, demarcation, correction of land records and issuance of land revenue receipts. Applications were directed to be disposed of within the prescribed time frame. To reduce rejection rates in mutation and permission cases, meetings were held with deed writers and local staff were directed to regularly attend tehsil court proceedings.

In the land acquisition review, discussions were held on land acquired for national and state highway projects and compensation to tenants. Guidelines were issued regarding drain and utility shifting, forest land no-objection certificates, verification reports at the Circle Officer level and joint physical inspections of sites.

The meeting was attended by Director NEP-cum-Additional Deputy Commissioner Santosh Garg, SDO Dhalbhum Anarv Mishra, SDO Ghatshila Sunil Chandra, District Transport Officer Dhananjay, Deputy Municipal Commissioner JNAC Krishna Kumar, District Land Acquisition Officer, Executive Engineer of Road Division, all Circle Officers, and representatives of NHAI, Tata Steel, Railways and other concerned departments.
