Hemant government working towards stabilising contract workers 

Ranchi, January 15: The Hemant Soren led Jharkhand government has made earnest plans to stabilize services of contractual employees in various government departments.

For the purpose of improving service conditions, detailed details of such employees are being collected.

“The Personnel Department of the state has written a letter to all the departments asking them to provide the details of the personnel working on contract and contract in all their offices within 15 days,” said a source in the chief minister’s secretariat.

There is a possibility that on the lines of Rajasthan and Odisha Government, Jharkhand Government may also implement ‘Contract Recruitment Rules-2023’ for the purpose of regularizing contract workers.

The Department of Personnel of the government has instructed the headquarters of various departments to submit the report of the personnel working on contract and contract for years.

Uniformity will be brought in the service conditions only through the screening of this report, so that it can be considered to make them permanent. Along with making the contract and contract workers permanent, the state government is also considering other options for special pay security, age limit and social security for them.

“The details of contract workers are being collected by dividing them into two categories. A special form is being made to be filled by the personnel working on contract, contract or contract, except for the sponsored scheme of the Central or State Government. Whereas, information has been sought in a different format from contract workers appointed under state sponsored schemes in central programmes,”said a source in CM secretariat.

Contract workers have played an important role in the implementation of various welfare and social security schemes of the Central and State Governments, but their social security was not taken care of.

On February 13, 2015, the BJP government made the Service Regularization Rules, 2015 wherein it was mentioned, all the permanent workers who have completed 10 years of service by 2006 will be made permanent. After this, this decision was challenged by filing a petition in the Jharkhand High Court.

CM Hemant Soren had talked about regularizing contract workers at varous forums last year.
