Das presents people-oriented Rs. 63, 502 cr Budget for 2016-17 fiscal

Ranchi, Feb. 19: Chief Minister Raghubar Das tabled Rs. 63,502.69 Crore annual Budget for the 2016-17 fiscal on the floor of the Assembly on Friday.

The budget proposed no new taxes. The budget has allocated 26437.34 Crore on non-plan component while Rs. 37065.35 crore has been set aside for plan component of the Budget.

For the first time during tabling of Budget, the government tabled an Action Taken Report (ATR). According to the ATR tabled in the house Raghubar Das government reported the House that during the budget for the financial year 2015-16, 173 announcements had been made and the state government implemented 109 till date that is itself an achievement.

Chief Minister Das, who also holds the finance portfolio, announced several new schemes while presenting the Budget today. Reiterating his earlier committments, the CM said that his government will try to implement the plan and utilize the budgetary allocation. He informed the house that on the floor of the Assembly, his government had promised to develop agriculture, industry, highways and education sector prominently during 2015-16.

The state government achieved a lot and again government is allocating just double of the previous allocation that was Rs. 1200 crore and now Rs. 2,426.40 crore has been allocated for the sector of agriculture, animal husbandry and cooperative in the financial year 2016-17.

Keeping in mind women empowerment, the state government has planned for gender budget of Rs 13,515.73 crore for total 11 departments from which 43.72 percent will be for women.

For higher education, the government has allocated Rs 280.00 crore in the budget for the 2016-17 fiscal. In the last financial year, this allocation was Rs. 182.88 crore and government has increased the budget by 53.10 percent.

Welfare department has been allocated Rs. 1149.76 crore for the financial year of 2016-17, that is also an increase of about 52.31 percent. For the sector of forest and environment, Raghubar government has allocated Rs. 389.38 crore. These allotments also indicate growth of 51.67 percent in budgetary allocation for 2016-17.

Salient features of Jharkhand Budget for 2016-17 fiscal:

• Special focus on agriculture, irrigation, rural development and related areas

• Micro Drip System’s Training for peasants; Steps will be taken with the help of ridge to valley approach system for water and soil conservation.

• Baba Saheb Bhim Rao Ambedkar Awas Yojna will take its shape during 150th anniversary of Baba Saheb.

• Women empowerment gender budget

• 1 lakh widow above the age of 40 years will receive pension through Rajya Vidhwa Samman Pension Yojna

• Hostels for working women

• 33% reservation for women in police recruitment Formation of Primitive Tribe Development Authority for the development and welfare of ST/SC/PTG

• Irrigation of 32,000 hectare during financial year 2016-17 proposed

• Priority to education and development of girl child.

• For SC/ST girl children MUKHYAMANTRI VIDYA LAXMI YOJNA for SC/ST girl child

• Shelter Home for women and children released from human traffickers at Deoghar.

• Haz house and boundary of graveyards for minorities.

• 57 Jharkhand Balika Awasiya Vidyalaya will be established in blocks on the model of Kasturba Gandhi Balika Vidyalaya.

• Free tabs distribution among Class 8 students of Kasturba Gandhi Balika Awasiya Vidyalaya.

• Distribution of study materials like books, note book and uniforms for girl students of all categories

studying in Class 9 – 12.

• Appointment of 18,000 teachers for middle schools within six months.

• Arrangements of computer education and smart classes.

• Supply of nutritious flavored milk to non-eggatarian students.

• Free LED Solar Lamps distribution among the students of government schools.

• Construction of Multi Purpose examination hall in 10 district headquarters has been proposed.

• Establishment of colleges in every Assembly segment in a phased manner.

• Open Raksha Shakti University.

• Establishment of Digital library and free Wi-Fi video lecture, digital note etc. for innovative learning.

• National Skill Development within time frame, 50,000 youths will be trained during 2016-17.

• Super speciality neurology and nephrology centre at Brambe, Ranchi.
