Jamshedpur, Nov 26: Ghatshila MLA Ramdas Soren has asked not to take handover of the community health centre (CHC) at Pavda near Narsingharh panchayat Bhawan in Dhalbhumarh block of East Singhbhum district as the centre is yet to be complete.
The MLA informed that without completing the 100-bed community health center near Pavda Narsinghgarh Panchayat Bhawan the contract in connivance with the health department official is preparing to hand over the project
“I have asked not to take any money for the repair of the health infrastructure till action is taken against the guilty,” said Ramdas Soren.
MLA Ramdas Soren raised the matter in the Vidhan Sabha on 11 September 2021 regarding this matter. Demand was made to take action in the matter of leaving the building incomplete and wastage of the amount.
In this light, the answer was given by the House on September 17. The MLA, being dissatisfied, had asked to get the entire matter investigated by the concerned district administration officer present. A three-member team was constituted for investigation in this regard. An order was given to investigate in the presence of Deputy Development Commissioner (DDC), Rural Development Department, Executive Engineer and MLA Ramdas Soren.
In this regard, the team reached the CHC building on Thursday to investigate the CHC. MLA Ramdas Soren and DDC Parmeshwar Bhagat inspected the 100-bed CHC building. During investigation, it was found that this building is actually incomplete. Wiring work was not done, apart from this, deep boring has not been done for water. Cracks were found at many places in the rooms of the CHC building. The construction was started in the year 2009-10.
The foundation stone was laid by the then health minister Bhanu Pratap Shahi, then MP Suman Mahato, MLA Pradeep Kumar Balmuchu. Its estimated amount is Rs 3.5 crore. The construction was being done by contractor RK Agarwal of Ranchi. The date of completion of CHC building construction is 22nd June 2011. The construction work has been completed and handed over on November 2013.
However, in this regard, Civil Surgeon Dr. AK Lal informed the MLA and DDC in the course of inspection that the Health Department does not have any letter.
MLA Ramdas Soren told DDC that the construction of CHC building has been done directly by the contractor with the connivance of the departmental officer Rs 3.5 crore has been given by the government, which is still not visible on the surface in full. Until proper investigation and action is taken against the guilty, no money should be accepted in the name of repair. DDC said that the investigation report will be submitted to the department at the earliest.
