CM calls pre-budget meeting to incorporate suggestions from gram sabhas

Ranchi: Prior to the making of Budget 2017-18, Chief Minister Raghubar Das today called a meeting of senior state bureaucrats to incorporate suggestions and ideas received from different quarters to make the budget pro-poor and pro-development to achieve the desired goals set by the state government.

The meeting was attended by the Chief Secretary, all Additional Chief Secretaries, Principal Secretaries and Secretaries.

The CM directed the officials to bring in necessary provisions for incorporation of pre-budget suggestions received in the gram sabhas of different divisions. Financial Year 2017-18 has been announced as ‘Poor Welfare Year’. The government is working on benefitting the people of different schemes run for them through DBT.

A separate budget will be made for SC and ST people. Schemes and funds to be given under different heads will be mentioned in that.

Laying stress on connecting BPL families with Aajeevika, Das said that sakhi mandals adept in cottage industries, lac, silk and handloom production should be selected.

Sakhi mandals are being connected with urban wards, health insurance and purchase of dress. Women will be trained in auto driving and provided with loan through MUDRA bank. Rehabilitation centers in Ranchi and Gumla are being opened for victim women of trafficking.

As per the suggestion received in Gram Sabha, the CM directed to make platform for drying paddy. Panchayats have been asked to start Kanji house and make dung bank in every village to serve agricultural as well as electricity purposes. Hostels will be made for working women.

Regarding starting smart education in high schools, the CM said that it is being started in the next financial year. “Schools on the lines of Netarhat are being opened in other divisions. LPG will be provided for cooking in schools. Commercial education is being imparted in middle schools.

Separate funds will be allotted to schools for sanitation. A new university in Dhanbad and a Sanskrit university in Deoghar are approved in principle. Bus facilities will be started on PPP mode in women colleges. Inter University Board will be formed and integrated course is being prepared by a committee for B.Ed. Necessary provisions will be made for the Chief Minister’s Fellowship in the budget. Funds are being provisioned for the coaching of SC/ ST students,” he said.

The CM directed to arrange drinking water, toilets and signage along the highways. He said to establish trauma centers on important places out of 35 identified spots. Manpower will be increased in the jail. All 43 jammers installed in the jails of the state are working.

The formation of Schedule Tribe Battalion is in the last phase.

A list of rural markets should be made and clean drinking water should be provided as well as toilets should be constructed. Cold storage will be opened in all districts. Pilot projects have been started in Ranchi and Ramgarh to provide fertilizers through DBT. Dairy plants are being opened in Jamshedpur and Giridih and agricultural university is being opened in Dumka.

The CM directed to provision in the budget to make 17 villages including Ulihatu as Adarsh Gram. Nursing colleges should be increased and run in two shifts. Chemotherapy will be provided in district hospitals. He directed to strengthen medical facilities.

In context with suggestions received regarding making dedicated feeder for irrigating 26 villages on the bank of the Koel river in South Chaibasa, the CM directed the state officials concerned to incorporate it in the next budget. An MoU has been signed with CCL for using mines water. Moreover, the rivers having potential of storing water after removing silts should be identified.

Das said that the PDS department is starting PTG postman scheme. “It will provide packed food grain sack to the schedule and primitive tribe people. Sacks will be made by sakhi mandals.

Mobile Daal Bhat schemes will be started in 260 blocks. It has been directed to park the mobile van in the block offices, hospitals and bus stands,” he said.

The CM said that Maluti Mahotsav will be celebrated by Tourism department which will be state festival. It will increase tourists in Maluti. Deoghar airport construction is in progress and minibus police is being prepared for the local youths, he said.
