Assembly session begins as legislators take oath

Jamshedpur: The first session of fourth Jharkhand assembly has begun today amid the presence of newly elected legislators.

On the first day the protem-speaker Prof Stephen Marandi administered the oath of office to the legislators.

Significant was the speech given by Marandi on the floor of the house who stressed the need of upholding the spirit of democratic institutions such as the assembly and realization of the responsibilities entrusted on the legislators by the people.

Soon after the assembly session began the protem speaker Marandi welcomed the legislators while stating that people have entrusted responsibilities on the elected legislators in New Year.

The people’s mandate was for realization of the dreams of the martyrs like Bhagwan Birsa Munda, Tilka Manjhi and Sidho-Kanhu. The protem-speaker expressed the hope that the newly elected legislators would be able to fulfill the wishes and aspirations of the people and great sons of Jharkhand.

Marandi in his speech said, “Oath taking for public service in itself is a great responsibility. The path of carrying out entrusted responsibilities is full of challenges while at the same time strewn with new opportunities.

Those on the path of sharing greater responsibilities also get new energy for fulfilling aspirations of the people.”

The protem-speaker apprised the members of the house about constitutional provisions with regard to election of assembly speaker. Earlier secretary in-charge of the assembly Sushil Kumar Singh apprised the members about the directives of the Governor for nomination of the protem-speaker and oath taking.

At the very outset the protem-speaker administered the oath of office to the chief minister Raghuvar Das. Thereafter Rural Development Minister Nilkanth Singh Munda, Urban development Minister CP Singh, Drinking Water and Sanitation Minister Chandra Prakash Choudhry and Welfare Minister Louis Marandi took the oath.

Thereupon leader of JMM legislators’ group and former chief minister Hemant Soren was called upon for oath taking but he could not make it then. Afterwards he was administered the oath of office.

After BJP and JMM next was the turn of Pradip Yadav of Jharkhand Vikas Morcha. After him the Congress legislator Alamgir Alam and BJP legislator Dinesh Oraon took the oath.

While the protem-speaker Stephen Marandi administered the oath to 75 members of the house, six legislators were left out as they were not present in the house.

Those who could not take oath as members of the assembly include Sadhu Charan Mahato and Dhullu Mahato of BJP, Chamra Linda of JMM, Enos Ekka of Jharkhand Party and Kushwaha Shiv Pujan Mehta of Bahujan Samaj Party.

The highlight of the oath taking ceremony was that while majority of the legislators took oath in Hindi, a few including Tata Marandi, Anil Murmu, Nalin Soren, Laxman Tudu and Champai Soren took oath in Santhali.

On the other hand Raj Paliwar took oath in Maithili, Fulchand Mandal and Ramchandra Sahis took oath in Bangla while Jay Prakash Verma took oath in English.

After administering the oath of membership of the house the protem-speaker suspended the house till 11 am of January 7. On the first day of the session the ruling and the opposition unanimously proposed the name of Sisai MLA Dinesh Oraon of the BJP for the seat of assembly speaker.

Nomination papers for election of the new assembly speaker were presented to the secretary in-charge of the assembly. Now it was certain that the Sisai Oraon would be the next speaker of the Jharkhand assembly.
