Ranchi, April 24: Additional CS cum Development Commissioner Amit Khare presided over a meeting with all departmental secretaries regarding PFMS, IFMS, e-GRAS and e- Payment system. Apart from mentioned points, DC bills, pending clauses of AG audit, the present status of the CM�s announcements department wise was broadly discussed by Khare.
The Addl. CS, Finance and Planning directed all departments that from 1st May, central schemes should be implemented cent percent in the first phase of PFMS. Scheme Hierarchy Scheme Component and Scheme Implementing Agencies (SIA) have to be entered by the departments on their own level before 1st May, 2017.
All departments have been directed to do all payments through e-Payment system from 1st May, 2017. All payments above Rs. 5,000 should be done through e-Payment. Below Rs. 5,000, payment can be done conveniently through e-Payment or cash.
Excise Dept. (6 clauses), RDD (11 clauses), Revenue Dept. ( 8 clauses), Building Construction (2 clauses) have been completed for the audit of the AG. Regarding all the pending DC bills and implementation of audited clauses, Khare has directed all officers of joint secretary/ under secretary level to appoint nodal officers. All nodal officers will coordinate with Finance and Planning Dept. and implement related work every month.
142 schemes announced by the CM were reviewed dept. wise. In the very first month of FY, 29 schemes have been completed. The Addl. CS has directed to complete all schemes timely.
