Ranchi: The Jharkhand High Court on Monday directed the state government to form a high-level three-member committee to monitor and improve facilities across the state’s open jails. Acting suo motu based on Supreme Court mandates, a division bench of Chief Justice M.S. Sonak and Justice Rajesh Shankar emphasized the need for structured supervision to promote prisoner rehabilitation.
The New Monitoring Framework
The court explicitly defined the composition of the committee to ensure both administrative authority and ground-level accountability.
The committee will include:

Chairman: The State Home Secretary.

Member: The Inspector General (IG) of Prisons.

Member: The Superintendent of the respective open jail.
The bench has set a deadline for the state to file a status report on the committee’s formation by the next hearing on June 11.
Focus on Rehabilitation and Infrastructure
The court’s intervention aims to address long-standing challenges in the open prison system, which allows inmates greater freedom to encourage social reintegration. The committee’s primary responsibilities include:

Essential Amenities: Reviewing and upgrading healthcare services, food quality, sanitation, and recreational facilities, such as gyms.

Social Reintegration: Implementing skill development programs and creating employment opportunities to help inmates return to mainstream society.

Aligning with Supreme Court Directives
This order aligns Jharkhand with a nationwide mandate from the Supreme Court, requiring all states to establish similar committees under their Home Departments. Advocate Piyush Chitresh represented the state government during the proceedings.
By formalizing this oversight, the High Court intends to transform open prisons from mere detention centers into effective hubs for inmate reform and community engagement.
