India needs Government of the People, by the People and for the People

Politicians are elected by the people, to the people and for the people. Their main job is representing people, making policies, amending laws and solving problems of common man. Nowadays, these words are not less than a fairy tales, far away from the real world. Kudos to all politicians who are leading our country at local, regional, district, national or international level. On the other hand bureacrats are the people responsible for implementation of all the laws and policies made by government. Politicians who render a new scheme or policies are implemented through the bureacrats of our country emloyed at district level, ministerial level and an international level. These bureacrats are IPS, IAS and IRS officers. Politicians are elected by the people of the country by using their franchise, on the otherhand bureacrats need to go through the toughest civil service  exam conducted by the UPSC.  Bureacrats had the power to punish the guilty person even the corrupted politicians but in reality these bureacrats are governed or controlled by the politicians where as bureacrats can control politicians and people.

India being a federal state with a parliamentary form of government, a system of governance which are of three tired – firstly the union or central government, secondly the state government and thirdly the panchayet and municipality. Democracy is associated with free will and self control whereas bureacracy has been considered as forms and rule bound. A bureacracy is a complex structure of offices, tasks, rules and principles of organisations that are employed. Bureacracy controls the lower authorities based on technicality and competency.  They can make and enforce their own rules and settle disputes through administration adjudication. They make no importance of public opinion and make stringent decision according to law antagonising the elected representatives. 

Bureacracy used to perform complex job employed by their officer. All large scale industries employ them for efficient management and implications. There are many existing issues in the career.  As per report Indian bureacracy is not as much efficient in comparison to other countries. In order to remain corruption free a bureacrats are transferred frequently making the toughest job. Politicisation of bureacracy is as much factors that has become public issues in India. Bureacrats are risk free and doesn’t want to follow the strict rules and regulations in order to dissatisfy the ruling government.  They need to take bold initiatives for the development or as a social goal.  In the thickly populated countries like India there are many mininters due to which there has been lack of cooperation and bureacrats has to make as much  balance in functioning the social welfare of the people and country. Red tapism and lack of humanitarian approach are the common problem of Indian bureacracy. 

There is an urgent need to reduce subjectivity in the appraisal process like European countries where the performance based increment and promotion are in practice.  Civil Service Board has to be strengthened so that these bureacrats transfer and corruption or negligence are controlled.  Proper training of Indian bureacrats need to be enforced.  Better coordination between interdependence and inter-ministerial as well as civil reforms is the need of the hour to tackle the developing countries. Indian bureacrats or baboons are often accused of protecting self interest rather than fulfilling administrial duties.  There is no sense of disrespect to the bureacrats still there remain some loopholes need to be pointed out. Since the job of bureacrats are stable and secured jobs with underlying prestige and benefits causing bane to the profession. With the change of political party they are unchangeable.
