Ranchi, Aug. 3: Jharkhand chief secretary Raj Bala Verma said on Wednesday that slackness in revenue collection will not be tolerated.
Directing the Commercial Tax department, she said that in context of goods sold to unregistered dealers by registered ones, the seller dealer should be issued demand notice in case the buyer’s address is available. She also directed the department to make the format of demand notice and provide it to concerned regional officers.
Verma said that 15 days should be given after issuing date of demand notice and after the stipulated time, action should be taken. She asked to target the big defaulters first to inspire others to pay the tax. She also said to review the registered dealers every week who have sold things to unregistered ones.
The CS directed the commercial tax department to make a work-plan, enlist and monitor the cases lying pending with the Joint Commercial Tax Commissioners with a view to sort them out soon.
It should be noted that cases worth Rs. 1,000 crore are pending in the state. She directed all Joint Commercial Tax Commissioners to inspect circle-wise with a view to target 35% increment in the tax collection. After circle analysis, they will ascertain submission of report with their opinion to Revenue Collectorate every month.
The CS directed the department to issue a clear directive regarding demand notice of C-form and the businessmen who do not submit C-form within 3 months, should be issued demand notice promptly.
Moreover, interest should be added with the demand notice of those businessmen who submit C-form lately. She said that demand notices should be issued through a campaign and information regarding people defaulter with more than Rs. 3 lakh in the last 5 years should be sent within 20 days.
The CS directed that all the Joint/ Deputy Commercial Tax Commissioners should ascertain weekly inspection of check posts falling under their jurisdiction. She asked to enter all motors on check posts and lodge complaints against identified 96 middlemen.
She directed to forward all the files regarding getting all the 96 middlemen probed through CID so that the matter should be approved by the CM for proceeding. She asked to prepare an S.O.P. (standard operation process/ procedure) regarding management and operation of check posts.
