Ranchi: For the last two days, the Chief Secretary R S Sharma has reviewed the administrative arrangements taken by all the departments located in eleven buildings in the capital for the Aadhaar enabled biometric attendance system (AEBAS). This would be effective from first of January 2014, paving a way for robust attendance system.

This biometric attendance system is a data based analytical system to map the real-time attendance, he added. Chief Secretary said that this web-based system would monitor all the inputs of the employees.

Mr Sharma held todays review meeting for offices located in six buildings including Nepal House,SKIPA and Soochna Bhawan. Yesterday a similar exercise was undertaken for the offices in the Project Building, Police Headquarters and others.

Each departmental secretary has been responsible for ensuring the system operational from January 01, 2014.

AEBAS will provide attendance mapping through the fingerprint scanning and iris detection. Department of Information Technology has been made the nodal department for providing and commissioning of the Biometric attendance tablets at a place chosen by the departmental secretaries.

The norm has been fixed to two tablets for every hundred employees- one fingerprint based and one Iris based. Even though each department was expected to take over the ownership of the tablets, the IT department would continue with the maintenance work. A nodal officer of the department however would be appointed to take care of the system.

All the employees will be provided a user id which will be feeded in the system. As soon as one inputs the id, one time password (OTP) will be sent to the mobile user. After this, the information of the employee will be received by Jharkhand Agency for Promotion of Information Technology (JAP-IT) which will forward it to UID data centre to match the information with the Aadhar and after verification it will send the information to JAP-IT. The average response time for this process is 3.81sec. The application server will maintain the data of all transactions.

The time until December 28 would be used as preparatory phase for making the project successful.
